Born in Scotland and raised on Long Island, NY,
Dave earned a Bachelor of Arts in Education from Dowling College, NY in 1973 and a Master of
Science in Finance from Adelphi University, NY in 1976. His career commenced as an auditor at
Hurdman & Cranston, now part of Price Waterhouse Coopers, and he passed the CPA exam in New York
in 1981. Subsequently, he delved into the corporate world, starting as a Staff Accountant at
Brinkmann Instruments, Inc. and rising to the position of Controller over a span of 13 years.
A move to St. Thomas in 1994 marked a new chapter, one filled with
challenges and opportunities alike, such as weathering Hurricanes Marilyn, Irma and Maria. Over
the years, he's held pivotal roles in numerous companies on St. Thomas including:
Cardow as Controller
Colombian Emeralds as Controller
Heavy Materials as Controller
Choice Communications - ascending from CFO to CEO
He's also aided several local companies in securing Economic Development Commission (EDC)
benefits
Over the years, Dave has bought/sold real estate, owned rental
properties; owned restaurants and a waterfront bar in St. Thomas, and served as a college
professor on Long Island for 11 semesters. Currently a Deacon in the St. Thomas Reformed Church,
he enjoys hobbies like writing, reading, cooking, traveling and maintaining an active lifestyle.
Born in Algeria, Rosh earned a Bachelor of
Science in Finance & International Business in 1991 followed by an MBA in 1997 – both from
Woodbury University in California. He then received his J. D in 2002 from the Syracuse
University College of Law. That was followed by an LLM in Taxation from the University of
Florida Levin College of Law in 2003.
Rosh was admitted to the New York State Bar in 2002 and the US Virgin
Islands Bar in 2004. He has also been admitted to practice in the Supreme Court of the State of
New York; the Superior Court of the US Virgin Islands and the District Court of the US Virgin
Islands.
Prior to his practice of law, Rosh gained experience working in

PSCANN, Inc., Los Angeles, CA – as an Administrator
ARYA, LP, Santa Monica, CA – as an Assistant Vice President
Rosh relocated to St. Thomas in 2003 where he joined the law firm of
Tom Bolt & Associates. In 2008, he founded the Alger Law Office and is also Chairman of the
Corporate & Tax Planning Group. In 2016 Rosh founded Highland Consulting, LLC which offers a
wide range of other professional services.
